The theory of agency is a very new belief in the cause-and-effect world. There are basically 2 requirements to this theory: the agent and its requirement that it be a substance. The agent is in a way a "self". It has all your morals and beliefs within it. All acts are caused by the agent, which happens to have no precausality. What this means is that it is not affected by anything in space-time; it is a one-way deal with the agent affecting space-time. Space-time does not affect the agent. The requirement of the agent to be a substance makes it a predicate and not predicated of anything else.

This is a very revolutionary idea. The theory of agency allows the best of both worlds; cause-and-effect and being able to hold people responsible for their actions. Since the agent is unique to each person and is not affected by cause-and-effect people can be held accountable for their actions.
