1999-2000
PRESIDENT
CATHARINE BAILEY
Catharine Bailey is a third-year law student at Boalt Hall, and the
highly-motivated President of the Boalt Hall Federalist Society.
A native of California, Catharine received her B.A. in Political Science
with Honors from the University of Chicago in 1993, and where she was also
awarded Special Honors for her bachelor’s thesis on originalism as a means
of interpreting the Constitution. After graduating from the university in
1993, Catharine worked in Chicago as an Editor and Publications Consultant
for the Academy of Arts and Sciences, working on The Collision of Cities
and Cars: Transportation Policy for the Twenty-first Century. She later
worked as a Community and Government Relations Consultant to the City of
Chicago. Catharine left Chicago for Washington, DC, after the 1994 elections
and served as Senior Legislative Assistant for the late Congressman Sonny Bono
(CA-44) from the earliest days of the Contract With America until beginning
law school at Boalt in August 1997. During the summer of 1998, Catharine was a
law clerk in the Riverside County District Attorney’s Office in Riverside,
California; she was a 1999 Summer Associate at Morrison & Forester in
San Francisco. Catharine is also a former Abraham Lincoln Fellow with the
Claremont Institute for Statesmanship and Public Policy in Claremont, California.
In addition to leading the Boalt Hall Federalist Society at Boalt Hall,
Catharine has been an Associate Editor of the Ecology Law Quarterly, a
Founding Member and Vice President of the Boalt Hall Republicans, and a
contributing author to The Diversity Hoax. Catharine has received the Moot
Court Commendation for Best Oral and Written Advocacy, the American
Jurisprudence Award in Evidence Advocacy and Criminal Procedure, and the
Prosser Prize in International Comparative Law.

CHRISTOPHER STONE
Christopher Stone is a second-year student at Boalt Hall. He earned his A.B. magna cum laude in Government from Harvard College in 1994,
where he wrote a senior thesis on Russian-Central Asian relations. In 1997, Chris earned an M.A. in Russian area studies from Princeton University,
where his areas of academic focus were restructuring of the Russian defense industry and Russian-Middle Eastern relations. In summer 1992, Chris
was a fellow at the Arizona Honors Academy for national security studies.
Before coming to Boalt, Chris worked briefly at the Bonn International Center for Conversion, a German think-tank that studies defense industry
conversion, and then as a corporate finance analyst at an investment boutique in Moscow, Russia. He originally hails from Albuquerque, New
Mexico and has worked for Senator Jeff Bingaman (D-NM) for several summers.
At Boalt, Chris is a co-director of the International Law Society and Secretary of the Boalt Hall Democrats. His research interests include
national security law and international finance. He has received the American Jurisprudence Award in Civil Procedure, fall 1998. During the
summer of 1999, Chris will clerk for Steptoe & Johnson. He speaks Russian, Arabic, Spanish,
and some German.

LESLEY RUTH KNAPP
Lesley Knapp is a third year law student at Boalt Hall and the Secretary
and Webmaster for the Federalist Society.
Lesley received her Bachelor of Arts in English, with minors in
Philosophy and Political Science, and graduated
magna cum laude from the University of San Diego,
in 1996. At the University of San Diego, Lesley received Departmental
Honors in English and
Dean's List First Honors; she served as a tutor for The Writing Center
and was a contributing member of the literary group, Asylum. Lesley is
also a member of Kappa Gamma Pi, a National Catholic Honor Society.
At Boalt, Lesley Knapp is a member of the Class of 2000. Beyond her
participation in the Federalist Society, Lesley has been heavily involved
with the Berkeley Technology Law Journal and Ecology Law Quarterly, serving
as an Associate Editor for several semesters. She is also a contributing
author to The Diversity Hoax. Lesley hopes to graduate from Boalt
Hall with a Certificate in Environmental Law.
During the summer of 1998, Lesley worked as a Research Associate for
the Public Health Institute in Berkeley, California. In 1998 Lesley also
served as Research Assistant to Boalt Hall Professor, Stephen D. Sugarman, B.S., J.D.
This past summer Lesley worked as a Summer Associate for the San Diego
law firm of
Procopio, Cory, Hargreaves & Savitch; she recently and happily
accepted an associate position to join PCH&S next fall.

DAVID WIENIR
David Wienir is a member of the class of 2000 at the University of California,
Berkeley School of Law (Boalt Hall). He is co-author of Last Time: Labour's
Lessons from the Sixties (London: Bellew Press, 1997) with Austin Mitchell,
Member of British Parliament (Labour, Great Grimsby). He graduated from
Columbia University in 1995 with a B.A. in political science and studied
history and politics at Oxford University as a vistiting scholar. He earned
his M.Sc. in Public Administration and Public Policy from the London School of
Economics in 1996. David has worked as an intern for the Los Angeles District
Attorney; hosted a political and cultural commentary broadcast on Estonia National
Radio in the former Soviet Union; worked as researcher within the British House of
Commons; conducted research for the Survivors of the Shoah Visual History
Foundation; and worked for the Governor of California's Legal Affairs Office.
David is also the creator and editor of

JENNIFER WOOD
Jennifer Wood is a second year law student at Boalt Hall and the Secretary
of the Federalist Society. Jennifer received her B.A. from the University
of California at San Diego in Political Science in 1997. While attending
UC San Diego, she became active in Republican politics and was Chairman of
the College Republicans at UCSD through 1995-1996. Jennifer is also a
member of Alpha Omicron Pi sorority and was Rush Chair from 1995-1996.
At Boalt, Jennifer Wood is a member of the Class of 2000. She has
continued her dedication to electing Republicans by helping to found Boalt
Hall Republicans and is now serving as President. She is also a
contributing author the The Diversity Hoax. Additionally, Jennifer is
Technical Article Editor of the Berkeley Technology Law Journal and last
Fall, was awarded the American Jurisprudence award for Real Estate
Transactions I.
TREASURER
JEFF BISHOP
Jeff Bishop is a third-year law student at Boalt Hall, and the Treasurer of
the Boalt Hall Federalists. Jeff attended UC
Riverside as an undergraduate, spending the 1987-88 year in Göttingen, Germany and graduating
in 1989. He then taught English at an Austrian high school
(Bundeshandelsakademie und Bundeshandelsschule) from 1989 to 1990, before
returning to California to begin a career as a teacher in San Diego. Jeff
left California in 1993 to begin a Ph.D. in Linguistics at Northwestern University, only to return to
California in 1996 to begin his law degree at Boalt.
Jeff was the Libertarian candidate for
California State Assembly, District 77 (La Mesa, El Cajon, Lemon Grove and
Spring Valley) in 1992. In that race, Jeff spent less than $200 but
captured 6.1% of the vote and the balance of power. The effect of Jeff's
relatively strong showing was bittersweet, however, as it caused Tom
Connolly to beat Steve Baldwin, a
Republican who holds many views similar to those of the LP. For this
reason, the LP ran no candidate in the district in 1994, when Baldwin won
handily. Jeff crossed party lines to endorse Baldwin in 1996, and has been
a registered Republican (though still ideologically a hard-core
libertarian) ever since.
Jeff is part of the Human Action Network of the Institute for Justice, a libertarian public
interest firm in Washington, D.C., and is also a life member of the National Rifle Association. He is a
contributing author to The Diversity Hoax, and received the Prosser Prize in William Fletcher's Federal Courts class in 1998.
