Tiebreakers for the entire tournament were total points, assuming a difference of at least 120, or head-to-head if the difference was less than this. This seemed to work well. The teams were initially seeded (based mostly on regionals PPG, with some adjustments made for roster changes) into two 11-team RR divisions.
