On behalf of the party and state, I heartily welcome representative comrades and all PSF cadres and soldiers who have contributed worthy shares to the glorious revolution cause of our nation. On this anniversary, we recall President Ho Chi Minh's great teachings and express our boundless appreciation to him, who devoted his life to the construction, education, and training of the PSF. Uncle Ho's Six Precepts are a very precious heritage. They profoundly manifest his ideas on producing dedicated revolutionary security officers. His ideas are full of revolutionary, scientific, and practical meanings. In any circumstances, Uncle Ho's Six Precepts are always a target to strive for and guideline for the actions of all PSF cadres and soldiers. Seriously studying and implementing Uncle Ho's Six Precepts is very important for the building of a revolutionary, clean, strong, regular, and modern PSF to satisfactorily fulfill the formidable and glorious duties entrusted by the party and people. Since the early years of our war of resistance against French colonialism, the study and implementation of Uncle Ho's Six Precepts has became a movement that has always been linked to the process of building, fighting, and developing the PSF. Particularly in recent years, this movement has been maintained and developed and has produced numerous encouraging results. The most prominent victory of the movement is its contribution to the building of the PSF in various revolutionary stages of national construction and defense. Despite all sacrifices, hardship, and challenges, the PSF has been totally loyal to the party, fatherland, and people. The PSF has always considered our national and people's interests its highest ideal and goal. Our party, state, and people always highly evaluate and cherish the loyalty and great sacrifices and contributions provided by various PSF generations to our party and nation's cause over more than the past 50 years. Dear Comrades, we are entering the last years of the 20th century with fundamental advantages. We, however, still have to resolutely overcome many new difficulties and challenges. The fourth plenum of the Eighth Party Central Committee has clearly evaluated our national situation and outlined our socioeconomic development. We must both develop our internal strength and broaden our international cooperation. We must strive to improve our national economy so that it will not lag behind other countries. We will narrow the gap between our country and other nations in the region, maintain our socialist direction, and accelerate our industrialization and modernization national cause aimed at a creating a prosperous population, powerful country, and an equitable and civilized society. We must continue our foreign policy of openness and befriend all countries on the basis of preserving national independence, sovereignty, and integrity. At the same time, we should also consolidate and develop our national unity and patriotism. We will develop the sense of self-reliance and mobilize more national resources to satisfactorily accomplish the two strategic duties of national construction and defense and to meet all socioeconomic targets set forth by the Eighth National Party Congress. The PSF's duty in the coming period is a very heavy, difficult, and complicated one. It requires great determination and excellent efforts from all of you. I would like to remind you of the following issues: First, more than anybody else, each PSF cadre and soldier must clearly realize the special characteristics of the period of renovation and accelerated industrialization and modernization. In addition to the efforts to develop to the maximum our internal strength, we must also seek outside resources via international cooperation in trade, investment, science, technologies, social culture, and so on. In the new international and regional situation, we have also accelerated our international cooperation and exchanges in the fields of diplomacy, security, and national defense. Of course, when we open our door, poisonous air will come in with the fresh wind. Forces that are hostile to our regime will exploit all possible opportunities to oppose and sabotage our revolutionary undertaking of national construction and defense. Furthermore, they will take advantage of the evils of corruption, bureaucracy, and the degraded lifestyle of some cadres, to conduct ideological sabotage, subornation, and embroilment to degenerate our cadres and weaken us. This is the dangerous attacking point waged by our enemy. Developments in the past years have proved that this is a fierce and complicated battle. We must not be negligent or lose our vigilance even for a minute. Satisfactorily carrying out these measures is the best way to frustrate the conspiracy of peaceful evolution by hostile forces. The duty of the security forces is to help the entire population, every PSF, and party member to thoroughly understand and to be vigilant against hostile forces' operations so that they can always be ready and resolute in fighting against the enemy and the criminals. Cadres and party members must strictly observe the party and state's lines and policies and respect the laws. In particular, those in the traffic police, community police, and economic police, and so on, with regular contacts with the public, must not cause inconvenience and embarrassment to the public. The arrest and detention of suspects must be carried out in a lawful manner. Innocent people must not be arrested. Criminals must not be allowed to go free. When we do this, the people will trust the party and the PSF and will strictly observe the party's lines and policies and state laws. This is an important condition for the maintenance of political stability in our nation. Second, the PSF should be fully aware of the complications that will continue to arise from diversity in the society. The development process of the market-driven economy and the acceleration of industrialization and modernization will create conditions for new factors and complications. The disparity among social groups will be more pronounced, and the wealth gap between the rich and the poor will widen and lead to worsening social tension. In addition to that, the degeneration of some officials, PSF members included--as is reflected through their corruption, smuggling, materialism, extravaganza, and wasteful spending activities--also contributes to increase the people's dissatisfaction and general tension in society. Urbanization, which is an integral part of the industrialization and modernization process, will also bring with it problems that need to be addressed, such as employment, land and housing demands, transportation, migration, prevention and control of social vices, and so forth. The tension we discussed above usually occurs in rural areas where 80 percent of the population live. Recent hot spots in Quynh Hoa, Quynh Phu District, Thai Binh Province, and in some other provinces are examples of this. In this situation, the PSF has the responsibility to detect and see the difference between the targets of suppression and the targets that need protection. You should also differentiate between right and wrong in order to give strong support to the right while fighting resolutely the wrong. You should always keep yourselves abreast with the latest developments in order to perform well your advisory role to the party committees and the administration and help them promptly deal with complications relating to social order and safety, thus providing successful contributions to protecting the political environment. Third, we should strengthen our internal security and political protection work and recommend new regulations or policies to the party and government in order to consolidate political protection. Concerning internal protection, it is imperative to pay special attention to the protection of planning work, state laws, state secrets, party safety protection, and protection of important political, economic, and national defense targets. Fourth, Uncle Ho taught us that "however easy a task is, you cannot achieve it without the people's participation, while however difficult a task may be, the people will solve it for you." Our source of strength lies with the policy to "build up the people's security system." When the situation becomes more complicated, it is time for the PSF to study again Uncle Ho's teachings and to boost mass mobilization work to encourage more people to participate in the protection of social security and order. The only things that need to be changed here to suit the conditions are the content and method of mass mobilization; the handling of the people's aspirations should be the main objective of the mass mobilization work. When the mass movement has become well settled, other duties of the sector can then be addressed. Fifth, in order to perform the heavy duties bestowed by the party and state, the PSF must be constantly consolidated to ensure that it is always revolutionary, pure, steadfast, professional, and constantly being modernized. The movement to study Uncle Ho's Six Precepts should be conducted with higher efficiency using more practical contents and methodology. The contingent of PSF members should be brought up to par with the requirements of the new era. PSF members should be adequate in number, strong in quality, and equipped with all modern facilities necessary for carrying out their duties. The fight against negativity and corruption in the force should be continued. Each member of the force should strive to reach the high standards required of them. In the ceremony today we are happy to welcome representatives of progressive and brave public security officers. They devote their lives to the party and people; some have even sacrificed their lives for the peaceful lives of the people. The party, state and people always reserve the most ardent love for the loyal sons and daughters who devote themselves to the fulfillment of their duties. On the contrary, our hearts are also shattered by a number of PSF members who could not resist the temptation of materialism, breaking the law, and bringing shame to the force. The Political Bureau recently issued an assessment on the role, duty, and organization of the PSF. I firmly believe that the Party Central Committee's Public Security Commission and leaders of the Ministry of Interior will study the assessment and carry out recommendations made in the assessment by the Political Bureau in order to properly implement party building and force building tasks in the new era. Dear Comrades, now more than at any other time, the PSF should follow strictly Uncle Ho's Six Precepts. The force should be prepared to implement the three ordinances--to be released soon--on public service, thrift practices and anti-wasteful spending, and on countering corruption. The party, state, and people are positive that the PSF will overcome all obstacles and make greater efforts to improve themselves and fulfill all the tasks assigned. The party and state will continue to create favorable conditions for the PSF to fulfill its duties. On my part, as state president, Political Bureau member in charge of party internal affairs, and member of the Party Central Committee's Public Security Standing Commission, I will work to help other members of the Central Public Security Commission and leaders of the Ministry of Interior to provide good leadership in public security and to help the force fulfill its duties in the years to come. Once again, I wish you comrades good health and happiness, and hope that you will further develop your force's traditions, strive to follow Uncle Ho's Six Precepts, and aim to achieve higher successes in the protection of security for the fatherland and peace for the people.
