3rd Place (tie): Bringing Neutrality to Network Neutrality by Kai Zhu
Travel grants were additionally awarded to meet with relevant policy makers. The winners were:
- Matthew Carney, Sacramento and Washington, D.C. He wishes to discuss increased funding for research on ocean energy extraction with Martha Krebs, the deputy director of the energy R&D division of the California Energy Commission, as well as with the offices of Senators Feinstein and Boxer.
- Daniel Chivers, Brett Isselhardt, Bethany Lyles and Jonathan Snider, Boston. They have described a system to trace the provenance of nuclear material, which could deter illicit trafficking. They are awarded a grant to meet with Ashton Carter, who serves on the International Security Advisory Board at the Department of State, and is a professor at the Kennedy School of Government at Harvard.
- Juliane Fry and Idalia Perez, Washington, D.C. They are awarded a grant to discuss their work on renewable energy and the use of geoengineering to address climate change. They propose to meet with representatives from the US Climate Change Technology Program, and the American Council on Renewable Energy, as well as the Directorate for Geosciences and the Space Mission Directorate at NASA.
- Derek Lemoine, Washington, D.C. He aims to meet with the staffs of Reps. Edward Markey, Nancy Pelosi, and Sen. Barbara Boxer to discuss legislation on air capture offset and greenhouse gas property.
- Kai Zhu, New York City. Kai will visit with Tim Wu, a professor of law at Columbia University and the coiner of the term Network Neutrality who has testified on the subject before congress.
