Alien, actually I was the one who posted the riddle.  
 
Lake Murray (in South Carolina, US) was formed when much of the low-lying areas surrounding the Saluda River was flooded in the 1920's to open, at the time, the world's largest earthen dam. On one of the hills there was an old gas station. Of course, the building is now gone, but the sign still rests there. Normally, when lake levels aren't as low as they are now, the sign just sticks out of the water, but the 'island' is around due to the lower lake level.
 
-edit- It's kind of cool though, this entire civilization right underneath us, less than a hundred feet down. They just raised a WW2 B-25 bomber from the bottom in 2005.

There is another, somewhat more technical answer:
 
The tractor could have been staying on a "lump" on the edge of the mainland (currently beeing seporated from the island only by a meandering river. The excesive 'meandering' of the river causes the river to errode the bank and eventualy simply cut across the bank, creating an oxbow lake (check it out on wikipedia if you are not sure what one is). The tractor is now on the island.
