Yes, the latter is probably much easier.
It's not like all connection of the brain are hard-wired, there's not enough DNA for that. And the global architecture doesn't need to change, as there's already a visual cortex, you just need to merge two extra data streams into it.
The great thing about a brain is that it can learn. I have great faith that it can adapt to extra apendages and sensory input. And we'll probably find out in a few decades in how far that is the case. (Heck, they've already plugged a robotic arm into a monkey's brain, and that worked well enough)
In any case, I think copying is vastly more likely than starting from scratch.

I have to do a 'creative' final for an anatomy class that I am taking. The final needs to involve the class(small,18 people), that is where the teacher wants us to get creative. This class is a thorn in my side and I would like to convey this in my 'creative' final project. Does anyone have any ideas of anyone who might do anatomy related riddles or would like to help me out. I will make clear that this class makes me think of pictures of Dante's lowest level of hell. I want wicked vexing riddles to help convey this.  Any suggestions?

Well, teeth and eyes are rather common riddle topics. You could find some rather difficult ones on either subject. You could always write one yourself. I can think of quite a few body parts that could make for interesting riddles. Maybe I'll write one myself.
On a more basic level, one I've heard many times goes as follows: There are 10 common body parts, each found on both males and females, that are only three letters long. No "slang" terms are used. Can you name all ten?
Eye and ear are two obvious examples. Most people get them. Toe is usually the next to go. After that, they get a little more difficult to figure out. I'm sure your class would struggle to get all ten, but you should at least try to solve the riddle before you present it to your class.

Hi there I'm DJ Melody. A 23 year old professional mobile DJ from Pittsburgh PA. Every year in April, I make a ride riddle CD for guests at Kennywood Amusement Park. This year, I want to make some NEW riddles on the disk, but I'm running into problems with it. The CD is for ages 6 to 12 years old, so the riddles have to be somewhat easy.

One easy way to make a riddle is to think of the answer first, and then devise a cryptic description for it.

I think write a riddle is way harder to do than just solve one.
(I am writing from my own experience)

My first is in chips, but not in fish
My second is in army, and navy too
My last is in rock, and also in roll
My whole carries people, like me and you
That took me maybe five minutes to come up with, and would have taken less if I hadn't spent a while trying to rhyme the first and third lines...
Creating a good riddle is rather harder, particularly since there's a subjective element to it, but creating an indifferent riddle is easy enough - in fact I've spent more time on the rest of this post than on the riddle...
