Static website:-
1. which is not changeable at client hand.
2. which have at least 10 pages.
3. which only show Information.

Dynamic website:-
1. which is changeable at client hand.
2. no limit of pages.
3. which is an ecommerce site.
4. which have great web design.

To be considered as a static website, there is no need to have 10 pages. That is all depends on the site abilities (dynamic means which data is rendered from the database at the time of page load) and static is the one having the contents already on the web page.

Dynamic pages don't necessarily need to draw from a database.

STATIC

A static web page (sometimes called a flat page/stationary page) is a web page that is delivered to the user exactly as stored, in contrast to dynamic web pages which are generated by a web application.
Consequently a static web page displays the same information for all users, from all contexts, subject to modern capabilities of a web server to negotiate content-type or language of the document where such versions are available and the server is configured to do so.
Static web pages are often HTML documents stored as files in the file system and made available by the web server over HTTP (nevertheless URLs ending with ".html" are not always static). However, loose interpretations of the term could include web pages stored in a database, and could even include pages formatted using a template and served through an application server, as long as the page served is unchanging and presented essentially as stored.

DYNAMIC

A dynamic web page is a web page with rendered web content that varies based on parameters provided by a user or a computer program presenting content that has been customized or actualized for each individual viewing or rendition or that continually updates information as the page is displayed to the user.

Dynamic websites contain Web pages that are generated in real-time. These pages include Web scripting code, such as PHP or ASP. When a dynamic page is accessed, the code within the page is parsed on the Web server and the resulting HTML is sent to the client's Web browser.

Most large websites are dynamic, since they are easier to maintain than static websites. This is because static pages each contain unique content, meaning they must be manually opened, edited, and published whenever a change is made. Dynamic pages, on the other hand, access information from a database. Therefore, to alter the content of a dynamic page, the webmaster may only need to update a database record. This is especially helpful for large sites that contain hundreds or thousands of pages. It also makes it possible for multiple users to update the content of a website without editing the layout of the pages.

Dynamic websites that access information from a database are also called database-driven websites.

There are many static websites on the Internet, you won’t be able to tell immediately if it is static, but the chances are, if the site looks basic and is for a smaller company, and simply delivers information without any bells and whistles, it could be a static website. Static websites can only really be updated by someone with a knowledge of website development. Static websites are the cheapest to develop and host, and many smaller companies still use these to get a web presence. Dynamic sites on the other hand can be more expensive to develop initially, but the advantages are numerous. At a basic level, a dynamic website can give the website owner the ability to simply update and add new content to the site. For example, news and events could be posted to the site through a simple browser interface. Dynamic features of a site are only limited by imagination. Some examples of dynamic website features could be: content management system, e-commerce system, bulletin / discussion boards, intranet or extranet facilities, ability for clients or users to upload documents, ability for administrators or users to create content or add information to a site (dynamic publishing).

Advantages of dynamic websites
Much more functional website
Much easier to update
New content brings people back to the site and helps in the search engines
Can work as a system to allow staff or users to collaborate

Disadvantages of dynamic websites
Slower / more expensive to develop
Hosting costs a little more

Webpage could be static in content. It means that it has no content management system.

And page could static in design point of view. ID design is dynamic than it's size adopts according to your screen resolution

Not always, there's tons of tweaks you can do to prevent that.
I actually have a static page at the moment and that page is the one actually getting hard to rank.
