I suspect that's not the intended answer though Smiley
 
My guess would be that he finishes by ::losing to checkmate::

Specifically ::Kxg3, e1(forced), Qxe1 Stalemate::[/e]

My chess knowledge is not what it should be, but...
 
Can the King go to G3?  That would intentionally put the King directly into check from the pawn at H2.  According to the rules by which I have always played, this is not allowed.
 
I believe, were I white, I could get a Mate in 3.

The White king can go to g3 because the pawn on h2 is moving down the board.  
 
Mate in 3 would lose the wager.

How about this?

Bishop to g2
King takes Bishop
Queen takes Rook
King takes Queen.  
White can't move - stalemate.
::
 
Guess that's one is not guaranteed though..... Angry

You have the white pawn moving backwards from f3 to f2.
