you have 2 strings, each takes 1 hour to burn.

the burn rate of each string is not linear (half the string
doesn't necesarily burn for 30 minutes).

measure 15 minutes

Hi Moti; welcome to the forum. This riddle is already in the easy section of the site, under the title "NONHOMOGENEOUS ROPE BURNING". Although my problem statement asks to time 45 minutes, the solution is still basically the same. Thanks for the contribution anyways though.
