The natives saw strange men performing certain acts (building airfields, in particular) to be followed by large amounts of goods coming out of the sky in strange metal birds. The natives attempted to explain this in terms of their religion, which taught them that you please the gods by performing special rituals, and this results in the gods rewarding you. They concluded that the cargo arriving was the gods blessings in return for the strangers performing the appropriate rituals. Ever since, "cultists" have been attempting to duplicate the "rituals" performed by those soldiers in an attempt to attract gods favor again, and receive more cargo. On more than one occasion, a businessman trying to establish in the area has been taken in, and discovered that the supposed local operation was all a sham - not as a con, but because his local connection was in fact attempting to replicate the cargo rituals.
