Start at the start, finish at the finish. Move in the direction of the arrows a distance of 1, 2, 3, 4, 1, 2, 3, 4...

(You don't need to visit every square, you can visit a square as often as you like)

I can get there in [hide]21[/hide] steps. Seems to be [hide]three[/hide] paths of that length. [hide]There's a split at step 4, and one splits at 6 again. And they rejoin at step 9.[/hide]
