Column 7 of table 1 seems to have an error; all the other columns contain 28 number, namely 0-27, but column 7 has 27 numbers and contains 12 twice (in row 3 and 10).

Hi guys, nice to see you again...
Oops, I'm sorry. Table 1 column 7 contains 3,7,14 not 12. Columns 7,8,9,10 still contain 27 numbers only, where you can begin to fill in the larger numbers.

What kind of investigation was that staff gonna make?  :)

Thx.

Now I'd like to post this problem in a different format. I  re-numbered and re-arranged the tables like the file that I attach in my last post at: Da Vinci Puzzles (http://217.174.252.57/JForum-2.1.6/posts/list/1359.page) forum (name Enigma.xls).
So there are now 284 tables with ten rows (0,1,2,..9) each,  which every tables contain of numbers 1 to 40. The problem is how to put the  next larger numbers 41,42,43 and so on, in the precise rows for each tables.
Thx.
