If the three White pawns and the Black knight are immobile, can you get the White king to the empty f1 square by making only consecutive White moves within the 3x3 square?

Yes, I can. I pick the white king, and place it on f1.

I'm fairly sure this is optimal, as it is necessary at some point to have certain pieces in certain positions.

Bf1 is a move. In this puzzle there is no stalemate as Black doesn't move. Black merely has a knight whose sole purpose is to prevent Kg2.
