From the starting position, take away the Black pawn on h7, the White pawn on h2,
and place a White pawn on g3.

Now figure out how the two players reached this position.

Here's a valid solution, and I think is the jist of the expected answer. I don't have time for a full explanation, so here are the moves (not necessarily optimal)...

4. Ng1 Rg3
5. hxg3 Nf6
6. Rh4 Ng8
7. Rg4 h4
8. Nf3 h3
9. Ng1 h2
10. Nf3 h1=R
11. Ng1 Rh8
12. Rh4 Nf6
13. Rh1 Ng8

I don't know if an explanation is really necessary -- if you follow the moves through, the logic becomes obvious. I'm not totally sure if my solution is optimal though, perhaps a move or two can be gained somewhere...?
