Hint 1:[hide] The digits are all 0-3, so the appropriate base is obvious.[/hide]

Hint 2:[hide] The final solution is not a number. [/hide]

Hint 3:[hide] Each group of 4 digits represents a base-4 number from 0-255 (ring any bells)? All the values except 0200 are between 64 and 128.[/hide]

Hint 4:[hide] The ASCII character set that your computer uses to encode simple text maps each character to a 1 byte number - i.e., a number from 0-255.[/hide]

Answer: [hide] The numbers are base-4 representations for the ASCII encoding of the phrase "the solution is stronghold".[/hide]
