All the clue are there apart why the
bank manger took the girl which you will find in the office of the bank-manager. But you don't really need to find this did out because the question is:
Who did it? Why? and How?

Well done. You got the answer i was looking for but the rest is wrong. 
The Manager did NOT kidnapped for ransom originally it just seemed to be that way. ( the answer is IN THE B.MANAGER OFFICE.-)
The why i was looking for was simply revenge for his blind daughter and her friend.
But well done. You can go on trying to find why the manager kidnapped the girl ( LOOK IN OFFICE  )

THe diary entery 1990:
The girls must of known, heard somehow.
They were standing there waiting.
Waiting for want was the question.
But we all knew.
They were there to catch us.
The foolish girls.
They didn't even call the police.
It was easy. We caught them from behind.
The girls struggled but could not get free.
"Stop," i hissed into their ear, "it will be worse for you if you keep moving."
The girl stopped.
Tears tricked down their cheeks but they didn't dare to move, to wipe the tear away, they were teriffied.
The rest of the gang came out with the stolen jewels.
The orders to leave were immediate.
But we could not leave the girls.
The girls were tied up and left with me.
One of the girls, her name was Laura or something like that, looked at me, fury burning in her eyes. "Why are you doing this? Why do you steal. You know you'll be caught."
I don't know what made me do it.
I pulled out my lighter and helded infront of her eyes.
"Look into the flame, LOOK. Let your sight be locked away with the secret you will now keep forever. I warn you if you tell anyone your tongue will disappear too."
I put the flame into her eyes.
Screams were heard miles away.
The other girl screamed too "Stop it please stop it."
I turned on her and burnt her eyes too.
Evilness filled me but i didn't care.
I laughed at the scream...It just happened so fast. The flame died away and looked at the to girls looking terrified with blooded pouring out of their eyes.
Now i know i've done something terrible.
The gift of sight was given to the girls and i taken it away. Revenge will kill me soon, it will, unless shame kills me first...

No it doesn't say, but doesn't really matter.
I made this one up with my friends. We were tying to make a really hard to trick my friends' dad but it just got very confusing instead.

no, acid most likely only burns the outside, which can be replaced. The heat/light from the fire does a more thourough job at destroying any chance of repair.. Unless you do an eye transplant (which would be difficult but not impossible..)
