Old Mr. Tidy was found dead in his study by Mr. Fiend. Mr. Fiend recounted his dismal discovery to the police. `I was walking by Mr. Tidy`s house when I thought I would just pop in for a visit. I noticed his study light was on and I decided to peek in from the outside to see if he was in there. There was frost on the window, so I had to wipe it away to see inside. That is when I saw his body. So I kicked in the front door to confirm my suspicions of foul play. I called the police immediately afterward.` The officer immediately arrested Mr. Fiend for the murder of Mr. Tidy. How did he know Mr. Fiend was lying?

This is a random guess:

It was not cold enough to have frost on the windows

Okay

Did the police see the scene of the crime or just know when Mr. Fied talking on the phone?

The police didn't need to see the scene; they figured it out just by talking with him.

As far as I'm concerned, the action of wiping doesn't help me see what's inside.
I guess you could call that a hint... but am I right?

Yeah, the frost would have built up on the inside of the window. Since thw window would be cooler than the air inside. Thus rubbing willn't help.

Was the light in his study coming from a fireplace?

I'm guessing that the door was locked from the inside? In which case, Mr. Fiend's testimony, that he had to kick-in the front door to get inside, is incriminating evidence. Clearly there were no other means of exit or entry, or Mr. Fiend would have used it. As murder has taken place, he must be the prime suspect, trying the old "I saw his body through the window, so I broke in to see if he was okay" excuse.

If you read over the previous posts, you will see that this one has already been solved, despite the comment from towr (those moderators are always nitpicking...).

I have never seen frost on a window so thick that light did not shine through it, so no, that is not the solution. KicksGenious posted the correct answer (mistysakura hints at it in the post before his).
