Jeff killed Monica by chopping her head off with an axe. The policeman on the beat known for his righteousness saw it all, but did not react. Why??

The policeman watched the execution on tv. Possibly a fictitious film or a real life Al-Jazeera broadcast of some hostage in the middle east.
