That depends entirely on what you want to develop and your preferences.

that would depend on what servers you are planning to use. Are you planning on using Microsoft or open source for you databases. Microsoft Servers use SQL databases so you will need to program in .Net. Open Source is PHP and you would use a MySQL Database for this. It also depends on what you are developing, for example are you developing a basic ecommerce website or some highly scable CMS? The question is not 'which Language is best for Development' but more about what you are trying to develop, do you have funds to purchase Microsoft licensing or are you going to opt for an Open Source solution Smiley hope this helps

SQL and .Net are not really linked.  I would rather say: If your servers are Microsoft then you will probably need to know SQL Server and .Net.

If you use open source software then you are more likely to use PHP and MySQL.

Yes, it depends on a thing you want to develop. On web programming I suggest PHP. Most of big projects on the web are developed by this programming language.

Depends on the software you want to create. There is no general answer which is the best. One language has possibilities which other haven't

For web programming I think PHP is the best and probably it will be the best for a long time. Most of the biggest systems are created with PHP.

Actually, looking at http://en.wikipedia.org/wiki/Programming_languages_used_in_most_popular_ websites , java seems more popular that PHP, and even C++ is used by more.

Most websites use PHP because it's easy, not because it's good for making big complex, high performing systems.
