Its 00:00 hrs on 31st December, 2007. One [hide]second[/hide] makes it 2008.

You are on the right track.

By the way, my solution doesn't use good English.  I just wanted it to sound like the other riddle.

Ok, if you can say that a second makes it 2008 from 2007, that also means that a day can make it 2008, then a month, etc. [hide]I am thinking of one unit, i.e. a year. But anything can be added to anything to make eight from seven, so I think it would be one portion or unit of something that is equivalent to the rest of the units that make up the previous seven.[/hide]
