Tell them they're wrong.  Our constitution does limit voting to active
members, specifically in Article III, Section 2.  Only students, staff, and
faculty who have attended at least one meeting may vote, and this meets
their requirements.

If they still insist we don't meet their requirements, suggest political
bias and complain to higher officials (or investigate filing some sort of
administrative suit).
