March 2, 2000 TO MEMBERS OF THE BOARD OF REGENTS: At the January Regents' meeting, I spoke briefly about the University administration's study of long range enrollment issues, and here is my paper elaborating on those ideas: A Critique of UC's Planning for Tidal Wave II -- The Question of Cost Based upon the data and analysis presented here, it seems possible to save several Billions of dollars - and perhaps make the University even better in the bargain. I plan to attend the March meeting and will be happy to communicate with anyone interested in pursuing these ideas. Sincerely yours, Charles Schwartz Professor Emeritus Enclosure
