The rules do not state that you should use every number just once.
So, on my street, there is this multidimensional tagging, which allows me to use 9s as many times as I want:
e.g. one house can have the number 76 82 93 98 5 39
 
So, my answer is infinity.

There are 19 numbers between 1 and 100 that include a 9, but one of them has two 9s...
