There could well be lots of answers but i am looking for a semi-logical one in the end. Hawk don't, owls don't, in general, birds of prey don't. And there's also a class birds that rather eat vegetation. Like geese, which eat grass; and ducks and swans as well.   And I can't say I've seen pigeons eat insects; but admittedly I've mostly seen them eat the remains of what people drop/throw on the streets. I don't know what they're natural diet is.
