The most important thing that was left out from both scales is, how
are the decisions to be made.  You can set up another x y scale with
"percentage of people involved in decision making", and "preservation
of the status quo".  So we would have a scale like:

  status quo

So, mob rule would be in the upper left, no restrictions to keep
people from doing stupid things, but everyone is allowed a chance to
make decisions.  An absolute monarchy would be at the bottom left, no
control, and no outside involvement.  Most aristocracy would be over
on the bottom right.  The US would be top center, some checks, but
everyone is involved.  My ideal is upper right - everyone involved,
but they can't do anything.
