Some street has 100 buildings. If you want to tag all buildings with numbers from 1 to 100, how many nines (digit) would you need?

You could just use sixes and turn them upside down.

Another thought:
are we free to tag the houses with any number from 1 to 100, or is it requested to use each number once and only once.  And only one number per house?
 
I also would ask about tagging them in ascending order from one end to the road to the other end, but that was definitely not asked.  Only an overly pedantic mind would only consider that possibility.

Particularly considering that there are several different schemes used to assign numbers - here in the UK, the default is to have odd numbers on one side and even on the other, but it's also not uncommon to increase consecutively on one side and decrease on the other (so one end of the road has the highest number across from the lowest, while the other end has a consecutive pair across from each other - or it's a cul-de-sac and numbers just continue round the end). Weirder schemes also exist.

And yes we are talking about normal tagging ... numbers are not repeating, ascending, starting from 1, ...

Answer is 20 count it like: 9,19,29,39,49,59,69,79,89,90,91,92,93,94,95,96,97,98,99 has two 9's.

May I suggest looking at this problem from a different perspective. Namely, using less than base ten notation - digits 0 through 8 only. You can then number all the buildings without any nines at all.
 
For example, a building number 100 (in decimal) would carry a sign of 1100100 in binary.
