For the first you could go with stupidity, ignorance or more general vice or alternatively power, money, politics, or another direction the USA, globalization, terrorism. I don't think there's just one answer, unless the dark forces are specified.
For the second question, it might be "divide and conquer". Except that's doesn't say much about the actual solution, it can be a terrible solution and still be "divide and conquer".
Binary search/dictionary search would be better. That's a specific form of "divide and conquer".
