To Maintain A Good Reputation
Pretegious institutions discourage instructors when they notice plagiarism, so that it does not have to be reported. Institutions want the number of (reported) student plagiarism to be low so that the institution seems as if it is comprised of honest students who are intelligent enough to not use someone else's work as their own. A study has found that:

Time
Instructors have found that verfying a student's plagiarism can be difficult and timely --especially for instructors at schools that do not offer quick plagiarism detection software or that do not have stable and quick internet access.

Denial
Some individual instructors are in denial about online plagiarism. They do not want to admit that it is a problem among students.
